Solution: 1.) Look under all trees, look in the balcony at the mansion. 2.) You don't need a dog to sniff all victims out. 3.) Just lift all trees and look carefully all of them are visible from some angle at least. 4.) To get the people down from the balcony you need a firetruck with a ladder. 5.) Take a fireman and click on the ladder then send him up. Get the victim, click on the ladder, and send him down.

Solution: Either ask workers around the firework factory to get the info or just check around the map. Spoiler: A big house with a private driver, along with some crew preparing to move furniture. Beside the crew the factory boss is standing. Just drive to the place and arrest in. But be careful he is armed. At least if he gets inside the house.
